The world around us is fraught with uncertainty and danger; our enemies will not think twice about launching such weapons at us -- and if we send to the world this message, that Rutania will not strike hard against our enemies should the need arise and should we deem it necessary, then we will be exposing our nation to the open aggression of outside forces.
