Herr Präsident, Engagement with society starts with student life. I know that undoubtedly, student life will at one point in this debate be described as "the longest holiday of one's life". Just as well - if imperfect, it's a good analogy in several important ways. Education is not merely an investment in oneself and in professional skills, but also an exercise in society - it has a human dimension. The current loans system penalises students who wish to be actively involved in student life that is more than just professional skills and learning. Old value:: The government introduces means tested loans for higher education tuition, to be paid back by students after earnings reach a certain amount.
Current: The government fully subsidizes tuition.
Proposed: The government subsidizes higher education tuition to a certain amount, the rest is covered by the individual students. This includes scholarship programs.

Message | Herr Präsident, although I certainly recognize the noble intentions of Bürggraf Goddestreu, I fear that while under the current system, everyone regardless of one's financial status can access higher education, there might be cases in which, under the proposed policy, they might be barred as some people might not be able to afford "the rest" that individual students have to cover. Message | Herr Präsident, we would be open to any policy that is capable of guaranteeing broad access to higher education, however, we are not yet convinced that a full-scale subsidy is a better alternative to the current loan system as it would not have any kinds of means-testing, which would contradict our understanding of the purpose of the welfare state.
