In order to provide high quality programming to the entire Country the public sector will reintroduce the HBC (Hobrazia Broadcasting Corporation) to operate both a National Television and Radio service to the population.
These channels will provide educational and informational programmes as part of its remit. It will also be allowed to produce high quality drama productions in order to compete with Private media stations, though its ability to purchase cheap imported materials from other Countries will be curtailed so as not to allow it to introduce "dumbed down" services.
HBC will be operated as an independent broadcasting company, free from Government interference. It will be funded by a licence fee that is payable annually and is required to watch television (radio licences are not required). Additional funding may be generated by the sale of programmes either directly to the public (DVD's, videos, audio adventures, books based upon programmes, etc.) or by the sale of programming to other National and International broadcasting companies.
The HBC will also be involved with the Hobrazian Television and Film Institute in an attempt to increase and improve the careers of budding Hobrazian actors and actresses as well as producers and other film makers.

Additional televisual and radio stations are free to operate privately within existent media operational guidelines but will not receive any form of State funding for their operations.
