Herr Präsident, The current system of financing schools run by forces in society is too much of a disincentive to those who wish to educate our children to the values of their own community and in their own educational tradition, separate from state schools. We therefore propose a solid financial base for religious and charter schools by putting them on a par with state schools. As we know the bill has no hope of passing without the consent of the governing party, we have omitted our desired provision to distinguish between for-profit schools and charter schools from our proposal. However, we still firmly believe that for-profit schools should not be funded by the state and propose to make legal provision for that instead. Maximilian E. Message | Herr Präsident, we prefer the current policy as it does explicitly NOT exclude schools who teach "values of their own community and in their own educational tradition" - if there is sufficient demand for such a school and if there is an application for funding, the ministry will certainly not deny its support. The proposed change, however, would exclude all those private schools which do not count among the two categories named in the bill, which would damage educational diversity and choice. We also wish to make sure that those religious schools we fund reflect the values of our country sufficiently, whereas the proposed policy would force us to subsidize every religion, including such whose values are rather foreign to Hulstria & Gao-Soto. Message | Herr Präsident, Herr Nakanishi makes a dangerous distinction here. Whose task is it to distinguish whether religious values are "foreign to Hulstria and Gao-Soto"? It is precisely this sort of government intervention that the freedom of religion protects against! Where do we draw the line? Any religion that is not Kamism or Hosianism? The dual state religions proper? Some other concept apt to change with the government in charge? We need a uniform policy, Herr Präsident, and while I'm glad the Minister shares our aims to some extent, I am disturbed as to her dismissal of certain aspects of it. Maximilian E. Message | Gicho-sama, the funding of schools needs some selective mechanism if we wish to instill certain values through the education of our children, values the HDV certainly shares in many aspects. These aspects are undeniably tied to certain convictions, many of whom derive from the traditional creeds which have traditionally been the dominant faiths in our country. We are not saying that other religions necessarily contradict these values, however, I do think that additional examination is necessary in these cases before we grant any funding. Message | Herr Präsident, Surely educational standards are primarily a matter of educational standards and not primarily of school funding policy? We believe the enforcement of standards on private schools as mandated by the law provides ample protection against the problems Herr Nakanishi says are behind his opposition to this policy.
