Herr Präsident,

The cost of energy for our citizens is too high! What's worse, herr Präsident, it is too high for no reason other than that we have, under the banner of competition, allowed for multiple monopolies across the country on the energy grid. Any national energy company thus has to pay for use of the grid to multiple monopolists seeking to maximise their price, driving the energy bills of their clients up unnecessarily. We propose that the government move immediately in the interests of the consumers and offer incentive to the merger of several regional players into a national consortium to manage the national grid, to be accomplished within 5 years. This will make the competition on the energy market as a whole more perfect as where a citizen lives will no longer matter to his energy bills - only which company provides it the cheapest.

as an ordliberal party we have little sympathy for five-year-plans as proposed here, even more so when all this proposal would do is to establish an actual monopoly when there currently is competition, even if it is limited given the specific structure of the energy sector. Due to our law on monopolies, we have all the instruments we need to prevent and dismantle uncompetitive market situations , as we do have the right to end damaging monopolies and quasi-monopolies in vital sectors, including energy.

The current competition Herr Gellsinger sees is an illusion, and precisely for the reason he has so perceptively raised - the structure of the energy sector. There can only be one grid in any particular area - you can't just break open the streets to establish connection for a particular household. There is, therefore, a monopoly in each area of only a single provider of the grid and they all demand dues from the energy companies, who devolve those costs on the consumer. That is an undesirable situation.

We take exception to the scornful dismissal of this policy as a five-year plan. What would the gentleman have us do, then? Make the proposed change, which would remedy a market condition harmful to securing the optimum outcome for consumers, immediate, hurting business interests?

there is indeed competition between regions regarding the prices of energy, and lower prices will attract more businesses, residents as well as industry. With a single-corporate Monopoly, this benficial phenomenon would disappear, and a uniform price would be imposed, which might even be higher than on the current marketplace.

I have called the proposal of Frau Freiberg what it is, a government-sponsored plan based on a five-year-schedule. If my expression carried any negative connotations in her view, I do apologize. However, we remain opposed to the notion that the proposed overhaul, as gradual as the HDV might want to implement it, will somehow benefit businesses and households.

So the government's answer to our joint constituents in Hulstria objecting against high energy bills is to simply pack up and move to another part of the country? Herr Gellsinger is really out of touch with ordinary people if he thinks they will base their choice of where to live on where energy is cheapest.

Frau Freiberg understimates the mobility of our people, which has greatly increased as the economy grew under the sensible economic policies pursued by the various conservative-liberal which have governed our country throughout the last decade. However, even those who are unable to change the location of their residence benefit from the current pluralistic makeup of the grid, as high-Price areas remain under constant pressure from cheaper neighbouring regions, forcing them to adjust their prices if they do not want to fall behind them.

I dare Herr Gellsinger to back that claim up with evidence. He knows as well as I do that when one works in an area and owns one's own house there, one is unlikely to be able to move even if the energy bill is outrageously high.
