Overview: Foreign Affairs: increased for overseas diplomatic security upgrades and more foreign assistance for democracy development and ZODA; with a focus for programs in Selucia, Beiteynu and Talmoria Internal Affairs: increased modestly to combat the evolving challenges terrorism threats the country with along with more funding for international cooperation Finance: modest funding increase for tax collection updates and anti-terror enforcement Defense: major funding increase for security assistance to Barmenia and Beiteynu along with a periodical update of force readiness. SECRET: more funding for missile defense programs, the ICBM project and nuclear weapons upgrades Justice: left unadjusted Infrastructure: reduced as the govt shifts to a maintenance focus and instead sends grants to local and state authorities Health: decreased because of less government policies here Education: decreased b/c of continuing devolution Science: more funding for research projects and university research SECRET: more funding for defense related projects including responses to bioterrorism, CBRN responses, ICBM and nuclear development Food: increased funding for public food health inspections Environment: more funding to help study and combat climate change/global cooling Trade: more funding for trade promotion and assistance along with pilot programs from job training |

Message | Mr. Speaker, We are shocked by this proposal of the ZPP. This proposal pushes Zardugal in to poverty. There is money for fancy new military toys, but for Zoƫ, who desperately needs new school books for her education or Jana who who needs surgery for her spine will both have to pay for the consequences made by the ZPP's muscle policies. |

Message | Mr Speaker, What is more galling is the rhetoric of the speaker opposite. Zardugal is a well developed and prosperous nation here in Majatra. This budget accurately reflects the values of our central government and the federal nature of the Zardic State. Local and state governments are responsible for health and welfare legislation and funding. Message | Mr. Speaker If i may recall that the Federal Government is still responsible for the funding of local governments. A decrease in these budgets where the local governments are responsible for will have dramatic effects locally, especially in the poorer regions such as Skavejo and Kalvario. |

Message | Mr Speaker, If the member opposite had taken basic civics courses he would have learned that the local governments are the responsibility of the state governments. Most local revenue streams come from collection of fines, property taxes and local sales taxes. On the state level, they usually collect their own versions of income, corporate income and capital gains taxes along with other pertinent revenue streams. The federal government only supplies grants and other forms of temporary aid to these governments. That we should engage in more managing of local affairs flies in the face of ten years of strict federalism and devolution. Baltazar Martin Prime Minister |
