Section 1. The Federal Inspections Commission, the Office of Special Consul and the Office of Inspectors are hereby dissolved. Section 2. The duties of the FIC and the above offices are hereby transferred to the Commission on Elections and Politics, and the Commission on Ethics and Constitutional Oversight. Section 3. The Commission on Elections and Politics is responsible for overseeing the integrity of the electoral and political system and ensuring all elections are free and fair. It will consist of 5 members appointed by the President and 6 by Congress (4 by the majority party or coalition and the 2 by the Official Opposition as designated by the Speaker) who are subject to 20 year, non-renewable terms. Section 4. The Commission on Ethics and Constitutional Oversight is to be the prime, independent authority to investigate abuses of the constitution, of authority delegated by the constitution and to ensure the integrity of the Government. It will consist of 13 members; 6 appointed by the President and 7 appointed by Congress. They will serve 15 year non-renewable terms. |

Message | Madame Speaker, We have problems with the compositions of Section 4. We think the power lays with the Congress to oversee the constitutional abuse of the government and not the President itself. We propose the following; Section 4. The Commission on Ethics and Constitutional Oversight is to be the prime, independent authority to investigate abuses of the constitution, of authority delegated by the constitution and to ensure the integrity of the Government.
