In order to reduce the welfare budget, but also accepting that social welfare is important in any modern, caring society, the following changes to legislation will be enacted: Article 1: Child Benefit Accepting that people who choose to have children must accept responsibility for those children, whilst also accepting that during periods of hardship incomes may prevent those children from being supported as would be the ideal, the government will provide child benefit to those people designated as low income or poor. Child benefit will be determined by means testing of household incomes so as to guarantee that children are not penalised by low income households whilst helping to guarantee that State funds are not provided to those without need. Benefit provision will also fall by 10% per additional child past the second so as not to encourage people having children to provide their household incomes. Child benefit will last from birth until the child reaches the age of 18, where they become officially before the law, an adult. From age 16 total benefit drops by 15HCR per week. Maximum provisions age 0 - 16: 40HCR in food vouchers per week (provided by post). 30HCR in direct cash payment into parent/guardians bank account per week (to be determined by consultation with parent(s)/guardian(s)). Total income CB: 3640HCR per annum for first 2 children. Maximum provision age 16 - 18: 35HCR in food vouchers per week (provided by post). 20HCR in direct cash payment into parent/guardians bank account per week (to be determined by consultation with parent(s)/guardian(s)). Total income CB: 2860HCR per annum for first 2 children. Article 2: Minimum Income Guarantee. So as to guarantee that all peoples of the Imperium are guaranteed a minimum standard of provision, but so as not to make any direct income provided by the Government to be so comfortable as to not encourage people(s) to seek employment, the Government will provide a minimum income guarantee. This guarantee, provided via State benefit, will be provided to all persons who have no support so as to provide them, in conjunction with other State provided minimums, a guaranteed minimum level of subsistence. This income, the make-up of which will be described in detail below, will not be provided for more than 1 year, or for each proceeding 6 months, unless proof can be provided that the person(s) claiming aforementioned benefit is actively seeking means of employment. Proof of seeking employment can be provided by showing evidence of either: a) Actively utilising State provided employment centres, b) Showing responses from recognised industries and businesses of receipt of completed applications. Failure to provide said information on request will result in the immediate revocation of benefit. In regards those unable to work due to disability or some other incapacitating illness or condition, State Benefit will be provided as laid out below plus 10% of total income paid in the form of direct monetary payment upon receipt of proof of medical condition signed by a minimum of two health care professionals plus patients GP. Make-up of minimum income guarantee: 30 HCR income paid directly into bank account, or cheque collected from local employment centre each week, 50 HCR food vouchers collected directly from local employment centre each week. Total income: 4160 HCR per annum. |

Message | We disagree. Large families create heritage and tradition. Refraining from supplying support for them is a huge offense to our party, as we see that as mandatory, government birth control. How dare you do such a thing. Article 2 makes sense to a degree, but our hatred of Article 1 is very strong. We reject. |

Message | As a Party that wishes to reduce the welfare budget and government responsibility in general, we find your position on this issue perplexing. There is nothing in this Bill that would stop any family having a large family. If you want 1 or 20 children is entirely up to the individual. What this bill does is say that should a family wish to have children the cost of that decision should be borne by that family. We will assist you with a childs care should you not have much money for the welfare of the child, but monetary considerations should have been made before conceiving. |

Message | We do not take back anything we have said in our first comment, and we are going to add that if you guys are gonna put so much of a pro-death (pro-choice) push on abortion, we need to article 1 the way it is. It frankly discourages abortions. |
