The Hutorian Unified Highway Code (based on a bill proposed by the Democratic Socialist Party- now defunct). A bill to establish a standardized national code of highway and roadway laws. Title I: Standardized Hutorian Highway Code - Article I: Definitions - defined for the purpose of this legislation are the following terms: i.) Highway - major road connecting two or more municipalities. ii.) Closed Access Highway - highway designed for high speed vehicular traffic with minimal interruption to traffic flow and no intersections with other roads. (OOC: think of the US Interstate Highway system and German Autobahns) iii.) Interstate Highway - close access highway traveling through two or more states. iv.) Freeway - a closed access highway that serves as transportation in only one municipality. v.) Expressway - a closed access highway connecting two municipalities vi.) Ramp - an inclined one way road serving as an entrance of exit for a closed access highway. vii.) Arterial Road - a major road serving a large amount of traffic within a municipality. viii.) Left Hand Drive - mandate requiring driving on the left side of road (OOC: like in the UK and India) ix.) Rest Stop - an area off of a highway that features public toilets and telephones. Article II: General Road Provisions - Section 1: All roads, public or private, within the borders of the Federal Republic of Hutori shall be mandatory Left Hand Drive. Section 2: Lines dividing lanes of opposing traffic will be solid white lines. Section 3: Lines dividing lanes of same direction traffic will be dashed white lines. Section 4: Lines designating left and right shoulders of roads will be solid yellow lines. Section 5: All lanes will be a minimum of 3.7 metres wide. Section 6: Rural roads must have reflective posts every 20 metres. Section 7: The standard measurements for transportation shall be Metric for speed and length. Section 8: Speed limits on all non-highway roads will be no lower than 25 km/h Section 9: All traffic must pull over for passing emergency vehicles if lights and sirens are in use. Section 10: Driving while intoxicated or under the influence of any other substance is prohibited. Section 11: All intersections must have either a stop sign or traffic lights. Article II: Standard Highways - Standard Highways are open access major roads connecting two or more municipalities. Section 1: All Standard Highways will have a minimum speed limit of 70 km/h. Section 2: Naming of Standard Highways - All standard highways will be named using the following formula: The first letter of the State the road is in followed by a specially assigned number. Even numbers will indicate north-south, and odd numbers will indicate east-west. (Example: A-101 would be an east-west highway in Adelia.) Article III: Interstate Highways: Interstate Highways are high speed closed access highways connecting multiple states. Section 1: Interstate Highways running through urban areas must have a concrete wall separating opposing traffic lanes and on either sides of the highway. Section 2: The breakdown lane shall be a minimum of 3 metres wide. Section 3: Signs displaying interchanges and exits must be 1 kilometre before the actual exit or interchange. Section 4: Interstate Highways running through rural areas must have a 7 metre wide ditch separating opposing traffic. Section 5: The minimum speed limit on Interstate Highways shall be 135 km/h. Section 6: Interstate Highways will have a minimum of 6 total lanes (3 in each direction). Section 7: Naming of Interstate Highways - All Interstate Highway names will begin with the letter N (for National) and be followed by a specially assigned 2 or 3 digit number. Even numbers will designate a highway that travels north-south, and odd numbers will designate Interstate Highways traveling east-west. For Interstate Highways ending in 0 see Title I, Article IV of this document. Section 8: Interchanges will be spaced at 2 kilometres in urban areas, and 4 kilometres in rural areas. Artilce IV: Interstate Highways ending in 0 (Express Highways) - Interstate Highways that end in 0 follow the same regulations as outlined in Title I, Article III of this document, with the exception of speed limit. Section 1: There will be no speed limit enforced on Express Highways. Article V: Expressways - Expressways are closed access highways that connect one municipality to another. Section 1: Expressways must have concrete barriers separating opposing lanes of traffic and on both sides of the route. Section 2: Expressway speed limit and names will be left at the discretion of local governments. Article VI: Freeways - Freeways are closed access highways that service only one municipality. Laws regarding their construction, speed limits, and naming are left to local governments. Article VII: Special Signs - Section 1: All Highways, Interstate Highways, Expressways, Freeways, and Arterial Roads must have signs directing travelers to nearby hospitals, lodging and police constabularies. Section 2: All signs within 100 kilometres of a foreign border must be bilingual, including instructions/information in Luthorian and the language of the nearest foreign nation. Title II: Funding, Upkeep, and Future Construction Provisions - Article I: Interstate Highways, Standard Highways, and Commercial Highways will be funded under the General Transportation budget. Article II: Expressways and Freeways will be funded by State and Local authorities. Article III: Highways upkeep must be highly prioritized for all levels of government. |
