Message | Mr Speaker, The fact that the future President of the state won't be elected directly by the people but by Parliament makes it de facto Minister-President. Also Prime Minister and President will be combined in to one function. Celia Thompson Prime Minister. |

Message | Mr. Speaker, It is a fact that the Magna Edictum will be repealed. It is a fact that the Internationalist Monarchist League Treaty will be repealed. Once they are, the NSVWP plans on introducing a bill to make the Head of State a position to be elected by the people. Vorona would then become a nation that would have a Head of State that would be elected by popular vote and a Prime Minister that would be head of a governing coalition. Message | Mr.Speaker, We agree with the NSVWP and will vote with them whenever they make the Head of state an elected official. |

Message | Mr. Speaker, Since when is the NSVWP concerned about "elections and democracy" . Isn't it your ultimate goal not a dictatorship? Claiming otherwise if foolish. So, please refrain yourself from democratic discussions since you are in fact a wolf in sheep's clothing. Celia Thompson Prime Minister |

Message | Mr. Speaker, We are not pursuing a dictatorship, we are pursuing free and fair elections for all. It is the Libertarians who do not want democracy. They don't even want a an elected head of state. And besides, how does Lib-Lib wish to go about naming the Head of State? All that it will say is: "Head of State: Minister-President". There is no way of identifying party affiliation or name recognition. Having an elected head of state and a separate head of government allows for correspondence and cooperation between parties. However, if the Lib-Lib is concerned about that, we can also always decide to have the head of state be elected and also act as the head of government, therefore abolishing the position of "Prime Minister". What does Lib-Lib want? Anton Hachtel MP (NSVWP) Leader of the Opposition |

Message | Mr Speaker, It is rather clear. We want that the Minister-President is the head of government in which the parliamentary system of government prevails and who will presides over the council of ministers." Thus, the Minister President is Prime Minister and President at the same time and is elected by government majority. Celia Thompson Prime Minister |

Message | OOC: That's what the President does. Search up India and their government, or even Germany. President = Head of State Prime Minister = Head of Government But you're proposing that the Head of State is an appointed official that serves forever. The Head of State should be an elected position, and we are going to pass the bill through (by "we" I mean the VRP and the NSVWP). We believe in democracy. Lib-Lib believes in total control. |

Message | Mr. Speaker, The parliament decides after each election, or if the coalition in advance agree to continue the coalition under the current circumstances then the Minister-President has another term. Basically: Head of State will be: Prime Minister and President. OOC: Germany elects their President by parliament, but hold a strict ceremonial function. What i propose is that the Prime Minister would also bear the function and title of the President. |

Message | OOC: If you're suggesting the Prime Minister also act as the head of state, then just change the title to Prime Minister and then the Prime Minister would be both Head of State and Head of Government. |

Random fact: Moderation will not accept Cultural Protocol updates which introduce, on a significant scale, cultures which are likely to be insufficiently accessible to players. In particular, for all significant cultures in Particracy, it should be easy for players to access and use online resources to assist with language translation and the generation of character names. Moderation reserves the right to amend Cultural Protocols which are deemed to have introduced significant cultures that are not sufficiently accessible and which are not being actively role-played with. |
Random quote: "I worked at a factory owned by Germans, at coal pits owned by Frenchmen, and at a chemical plant owned by Belgians. There I discovered something about capitalists. They are all alike, whatever the nationality. All they wanted from me was the most work for the least money that kept me alive. So I became a communist." - Nikita Khrushchev |
