The Defense Minister chooses the troops to be deployed.
Article 2
The President and Defense Minister are in charge of the military actions
Article 3
All attacks must be approved by the President(unless ordered by the Defense Minister)
Article 4
The congress is responsible for any recruitment

The President is the Commander-in-Chief. To allow a lowly Defense Minister to supersede the President is ludicrous. Most of this bill is repetitive. Congress already has the power to recruit. What is the purpose of this bill?
