Mr Speaker, We again demand that the paramilitaries be regulated by the state, if they are to exist at all, seeing as the state is determined to ignore the existing law in typical self-entitled Nationalist fashion. The regulations shall be as follows: 1) Paramilitaries are forbidden from taking part in foreign conflicts without the consent of the Presidium. 2) Paramilitaries are forbidden from any activity other than training or parades unless a state of war exists. 3) The state reserves the right to ban any paramilitary, either by executive decree or in a resolution by the Presidium. Resistance to such a ban is classified as high treason, punishable by the full force of the law. 4) Paramilitaries are to be subject to joint inspection by the Ministry of Internal Affairs and the Ministry of Defence, who will report to a cross party committee in the Presidium. 5) Paramilitaries are subject to the same regulations as the standing military, in regards to recruitment, equipment and the treatment of PoW's and non-combatants. |
