| The Khanate of Jelbania has a unique and multi-layered system of local government. It is one of the most decentralised countries in Terra and some even view it as something of a confederation. Local government is divided into three basic units: TAGHES This is the provincial level of local government. They are five taghes, each led by an elected provincial government, responsible to a local legislature. Taghes have the authority to levy taxes including a provincial income tax, property tax and other taxes SPECIAL ADMINISTRATIVE CITIES There are four SACs - Sedrijokaiàktaghe, Nrktaésrtràp, Ferséfluz and Wrnukéktaghe. These do not fall under the authority of taghes like all other cities do. They have royal immediacy like the taghes. They are led by elected and appointed Akims (Mayors) and Councils. In addition to city wide income and property taxes,SACs mainly fund themselves through various rates and charges linked to supply of basic services. CLAN TERRITORIES Rural areas fall under the authority of the twenty five clan Beks (chiefs) and their vassal chieftains. The authority of each clan territory is tied to the people as some of them clans migrate from time to time. The clan Beks (Chiefs) are elected for life by their clan aristocrats. Clan territories have the authority to levy a land tax, head tax and a tax on agricultural produce and livestock production. Federal territories The capital city Baofluz, public lands and a few other entities fall under the direct rule of the national government. Baofluz is allowed some level of self governance but is generally less independent compared to the other great cities in the Khanate. |
