Given that the Democratic Alternative has declared itself to be in rebellion against the Federation and its leaders are guilty of treason, the Federal National Congress hereby declares a state of emergency in Zardugal.

1. The President of the Federation is hereby given extraordinary powers to defeat the insurrection against the Constitution and this includes use of the Zardic Armed Forces to defeat these challenges at home and abroad.
2. The People's Revolutionary Junta is hereby designated as a foreign terrorist organization (FTO) and subject to appropriate sanctions.
3. The People's Liberation Force is hereby declared to be a domestic terrorist organization (DTO) and shall be subject to appropriate sanctions as such.
4. Dai Mikuni-Hulsterreich Teikoku is hereby designated as a state sponsor of terrorism and subject to appropriate sanctions and actions as such.
5. All 5 state national guards are hereby federalized.

ON the joint recommendation of the National Defense and Security Council and the President's Commission on Intelligence and National Security, the following directives are hereby implemented.
1. The Presidential National Security Working Group on Civil Disorder and Foreign Terrorism (PNSWG-CDFT) is hereby created to oversee ZNSO operations against the People's Revolutionary Junta, the People's Liberation Force and Dai Mikuni-Hulsterreich Teikoku.
2. The ZCA is authorized to begin collection against Gao-Soto including interception of all diplomatic and security traffic in the country with a target on contacts to Indrala, Vanuku, Jelbania, Dorvik and Sekowo.
3. The IDA is authorized to begin conducting cyber operations against the PRJ, and the PLF and Dai Mikuni-Hulsterreich Teikoku. Authorization from the NDSC is needed before launching other cyber operations against other powers listed.
4. The FIA is directed to start collection of human intelligence from the PRJ, the PLF and Dai Mikuni-Hulsterreich Teikoku with a goal to infiltrate as high as possible in the power structures. The FIA is also authorized to conduct psychological operations against the aforementioned targets.
5. The FIA and GMIO are authorized to begin drawing up a list of important persons in the PRJ and PLF and to make plans for their assassination.
