A BILL

To protect and defend Sekowans abroad.

SECTION 1.SHORT TITLE.
This Act may be cited as the `Embassy Protection Act'.

SECTION 2.FINDINGS.
Whereas Sekowo operates one of the largest embassy in the world in the most unstable area of the world;
Whereas there were 60 deaths from embassy attacks prior under Pres. McKinnon's term alone;
Whereas Embassies represent the Sekowo Abroad;
Whereas Sekowan Embassies are and have been targets for attacks;
Whereas there have been 2 attacks on Sekowan Embassies abroad under Pres. McKinnon's term alone;

Section 3. Improving Security Measures

1. A dedicated High Risk Diplomatic Posting Security Training Center shall be established under the purview of the Bureau of Diplomatic Security to train diplomatic staff who are to be posted to diplomatic missions designated as high-risk/high-threat by the Department of Foreign Affairs.
a) $250 million shall be appropriated to build, maintain and operate the training center.
b) $100 million to fund training of staff 2. Long-term or permanent staff posting to diplomatic missions that are designated as high-risk/high-threat by the Department of Foreign Affairs shall be required to undergo language training relevant to that posting.
a) $5 million shall be appropriated to fund the language training.3. Require the Secretary of FA to collaborate with the Secretary of Defence to improve arrangements to better deploy and maintain Marine personnel as security for overseas diplomatic missions.
a) An annual review of security arrangements provided by Marine personnel shall be conducted by the Department of Foreign Affairs and Department of Defence.
4. Require the Bureau of Diplomatic Security to establish frameworks to conduct the following:
a) risk management evaluation of high-risk/high-threat diplomatic missions to determine safety and necessity of operation of said high-risk diplomatic missions.
b) establish guidelines for response to increased security threats for a diplomatic mission
c) Review and Implementation process to identify and evaluate security failures for action to rectify said failures.



SECTION 4.ENACTMENT.
(A) This bill shall become law upon constitutional passage in Sekowan's Kokkai
