Given the changes caused by the recent rebellion, we must revise federal spending to be compatible with our economic situation.
The Foreign Ministry will cut spending on foreign aid and assistance programs in general as we deal with internal issues. 6 billion ZAR is set aside however for use by ZODA to be sent to the GJP government in Malivia.
Mild cuts to the Interior Ministry as part of acquisition reform and internal bureaucratic streamlining.
Defense is cut with major re-organizational changes coming to the navy as follows:
-5 carrier strike groups based as follows:
--ZNS Belage based in Gatineo and leading Strike Group 1 (consisting of 3 frigates, 5 destroyers, 5 cruisers, 7 mine counter-measure ships, 17 patrol boats)
--ZNS Limenostomo based in Victoria, Baltusia, leading Strike Group 2 (1 amphibious assault ship, 3 frigates, 5 destroyers, 5 cruisers, 5 mine counter measure ships, 20 patrol boats)
--ZNS Kostandian Bay based in Kostandian Bay leading Strike Group 3 (3 frigates, 5 destroyers, 3 cruisers, 3 mine counter measure ships, 13 patrol boats)
--ZNS Augusta Justiniana based in Keymon leading Strike Group 4 (1 amphibious assault ship, 3 frigates, 5 destroyers, 5 cruisers, 5 mine counter measure ships, 10 patrol boats)
--ZNS Skaraj based in Skaraj leading Strike Group 5 (3 frigates, 5 destroyers, 5 cruisers, 5 mine counter measure ships, 9 patrol boats)
-Reserve Fleet (2 task forces)
--ZNS Darmopolo (carrier) based in Kostandian Bay will lead the Reserve Carrier Task Force (3 frigates, 3 destroyers, 1 cruiser)
--ZNS Willard Romnick (amphibious assault ship) leading Reserve Support Task Force based in Gatineo (1 amphibious assault ship, 5 destroyers, 3 cruisers)
-Submarine fleet (3 task forces, 1 reserve task force)
--ZSS Hespario based in Kostandian Bay leading Submarine Task Force 7 (3 fast attack, 1missile boat)
--ZSS Venetio based in Baltusia leading Submarine Task Force 10 (5 fast attack, 1 missile boat)
--ZNS Sebasto based in Gatineo leading Submarine Task Force 15 (3 fast attack, 1 missile boat)
--ZNS Zardopolo based in Kostandian Bay leading Reserve Submarine Task Force 16 (4 fast attack)

The Navy will decommission 3 fast attack submarines, 11 destroyers, and 13 cruisers. 15 cruisers will be put up for sale abroad and 5 will be retained and permanently docked for training purposes.
The 200 remaining Z-21 and Z-25 fighter aircraft not currently tasked are to be sold to close allies abroad.

The Ministry of Infrastructure and Transport will create and manage a Reconstruction Fund of 25 billion ZAR to be sent for infrastructure projects in southern Zardugal and areas affected by the rebellion.
The Ministry of Health will contribute 5 billion ZAR to the fund and coordinate with local governments public health and sanitation projects.
The Ministry of Education will contribute 5 billion ZAR for the rebuilding school infrastructure.

Further decreases in defense spending would leave Zardugal vulnerable in a dangerous world. Indrala is boosting spending on anti-access ship missiles and efforts to threaten space based infrastructure while Vanuku and Jelbania retain large land forces which threaten our borders and our very national security. We cannot and should not cut defense spending lower!
