MessageNo bill which seeks to limit the options available to Telamonian leaders in the event of a military crisis will pass during a National Republican administration. By codifying our willingness to use certain tactics in law, all we will be doing is signally directly to our enemies how far we are willing to go to achieve victory. Keeping the door open to the use of these weapons does not mean that we wil use theml, but rather that our enemies cannot know whether or not we will.
