| To adhere the responsibility of the President, Sessei, and the Kokkai come to a formal agreement on the government spending for the next four years. Encompassed by the Ministry of Finance. A Bill To adhere the responsibility of the President, Sessei, andthe Kokkai to form a formal agreement on the government's spending for the next four years. Section I. Short Title This bill may be cited as the 'Government Spending Responsibility Act' Section II. Proposal The President and the Sessei propose seperate budgets to the Kokkai, a month or two later after elections. The Kokkai will have 4 months to debate on both proposals, tweeking each along the way. At the end of the four months, or whenever the Pro-Sessei ends the debate, the Kokkai sets the debated budget agreements and form a new budget. The Kokkai will have one month to vote on the proposal. If passed, that will be the budget until the next election for President. Section III: Conclusion The responsibility of the President, Sessei, and Kokkai lies on the bill. If failed to come to an agreement, the spending for the government will cease until an agreement is reached, meaning that there would be a government shutdown. This may not, however, go on for 2 years, causing the employees to get laod off, or an early election. |
