The bill mentions separation of "church" and state. In Lodamun, the church isn't merged with the state. The state has always been, except during the rule of the LIP and the ECDP, anti-church.

There are degrees of theocracy. Recognizing one religion as the official state religion is a violation of church state separation because the government loses its impartiality. For true religious freedom the government must remain fully neutral. That allows citizens to express religion as they wish without government interference. True religious freedom is impossible unless the government stays out of religion.
