"Research for renewable energy is great for our economy, and it's benefits can reduce dirty air in inner cities where people may cough or be disgusted. If left to the local level, cities could fund their renewable energy in a way that benefits them the most. For example, a farm town wouldn't need to spend local funds on renewable energy, as they'd rather use their funds on researching farming techniques and ways to plant better crops. An inner city or urban area has a lot of pollution, and they'd need extra funds for renewable energy. Therefore, since the national government doesn't analyze situations down to the local level, we propose that legal governments take part in renewable research."
