Message | Our policy with regard to nuclear and chemical weapons has always been this: Their best use is as a deterrent. Just by saying that we reserve the right to use them does not mean that we necessarily will, but encoding our reluctance in law will only tell our enemies how far we are willing to go to defeat them. Message | Fear will not solve anything. We are at peace and stop threatening with nuclear and chemical weapons isn't going to change that.
