In Jakania, there is a very big pressure on parties to rapidly and often put things to vote. The reason for this is that a) there is a high number of new bills (20) that can be given to the parties every year, and b) a low (5) number of bills that can be gathered. I believe a system in wich both numbers can be reduced to 10-10 will have a positive effect on legislation making. Parties will have less necessity of flooding the system with new laws to profilise themselves, and can have more serious discussions on the laws that are proposed. Also, because you can stock up to 10 laws, you are less needed of using your bills fastly, you have about 1 year the time before you lose bills because you do not propose new things. What do you think? |
