SEC I. This bill proposes authorization for covert operations in the Majalid Emirate of Kafuristan and all its territories to include; at the discretion of the National Director of Intelligence, but not be limited to: 1) Support, funding, and organization of grass-roots democratic movements, anti-government dissidents, ethnic minorities and religions, opposed to the one-party regime, to create the conditions for a divided & benign political landscape, 2) Support and training for armed revolutionary and insurgent movements who are hostile to the current regime (preference given towards movements neutral or sympathetic to the Republic of Solentia) with aim toward creating conditions for a physical overthrow of the Kafuristani State, 3) Cyber-warfare against Kafuristan, 4) Assassinations of political, clerical and military figures or other targets deemed 'low cost, high value,' 5) Spreading of rumor, misinformation, and other propaganda to discredit the regime, 6) Intelligence gathering of; and operations to disrupt, acts of aggression against the Republic of Solentia, 7) Sabotage to crucial areas or components of industry, the military, transport, agriculture, utilities, media, etc. SEC II. 1) Article 1; the Foreign Operations Intelligence Act, establishes the Special Operations Service. An office under the control of the National Director of Intelligence, tasked with foreign operations of all types against hostile, enemy countries. 2) This bill authorizes 'covert' actions by the Secret Operations Service to include; and be limited to, any and all opposition foreign nations defined as 'hostile' by the Ministry of Foreign Affairs. Covert is to be defined as: (i) any action taken by the SOS through which the identify of the sponsor is concealed or, (ii) an action undertaken as to permit plausible denial of involvement by the Republic of Solentia. Breadth and scope of tactics, objectives, rules of engagement and all related matters are the domain of the National Director of Intelligence. |
