"We prefer the freedom for anyone to buy, sell, and trade as they wish. Local governments shouldn't even regulate this. Certainly the national government shouldn't. Remember, our bill isn't outright legalizing tobacco. Local governments regulate the use of tobacco, and that's okay with us. We don't want them regulating the sale of tobacco."
