Every locality is different. As a result it makes sense to allow each local government to determine agricultural policies. These can range from subsidizing farmers to the government operating farms or determining regulations on farms.

These are all areas that should be handled by the local governments, due mostly for efficiency and to take into account that different regions have different needs. Some people in one area may wish for their local government to maintain collective farms, some people may wish for the local government to subsidize private farms, and others might wish for their local government to stay out of agriculture entirely. In any case, they should be free to make such decisions.
