We propose the following measures in the event of a nuclear strike against the Federation of Zardugal:

Bunkers and offshore military installations are to be built exclusively for the survival of the Federation. The location of the majority of these shall be decided on by the President and the Defense Minister, however one shall be built underneath the Congressional buildings in Belgae and in Kostandian Bay. One shall be underneath the President's residence. These must be equipped with long-lasting energy sources, enough food or food crops to last until the majority of radiation has dissipated and living spaces for the residents. A system of communication must exist between these bunkers and military installations. They must be radiation proof and must be able to survive a nuclear blast

In the event of an incoming, large scale, nuclear strike the ZNC shall be evacuated to the bunkers under the Congressional building. The President and cabinet shall be evacuated to a bunker also. There an Emergency Cabinet shall be created composed of the President, former Internal Affairs Minister, former Foreign Affairs Minister, former Justice Minister, former Defense Minister and former Agriculture Minister. After the majority of radiation is gone the remains of the cabinet shall re-establish governance in the remains of the Capital.
