| this Amendment empowers the President to issue Ukaz (Presidential Decrees) with the full force of law. Section 1 The Rklemjikai (President) may issue a Ukaz addressing a specific administrative issue namely creating and enforcing regulations, appointing high level administrative officials, creating administrative positions and creation of new government (and independent) agencies, programs and commissions. Section 2 A Ukaz may not contradict established statutes nor the national Constitution. Section 3 The Supreme Judicial Committee is empowered to decide on the legality of a Ukaz. Section 4 The Kurultai may overturn a Ukaz with a two thirds vote. |
