"Councillors,

For the sake of gradually removing the savage influences bought upon Pontesi by the Jelbic Khaganate, we propose the following actions:

I. Traditionally Non-Jelbic Holidays will be given at least the same status and their celebration the same funding and attention by the authorities as traditionally Jelbic ones.
II. The Jelbic middle names will be dropped from official records. The authorities will encourage all citizens to not use those in everyday life and demand this from State employees.
III. All Pontesian citizens shall be offered courses in Selucian, free of charge. These will be obligatory for State employees as well as welfare recipients who cannot demonstrate an advanced knowledge of the Selucian language.
IV. All educational institutions must additionally offer their services in Selucian, with the exception of those for nevertheless do not offer them in the Jelbic language (Yeudi schools, etc).
V. Selucian will become an obligatory subject in every school curriculum.
VI. Arev Mardik/Nrktek will be given the same privileges as outlined for Selucian in articles III, IV and V in Septentia and Azorium. Beiteynuese will be granted the same privileges in Caespasia and Azorium while Brmék will be given these same privileges in Mitraeum. However, the privileges for Brmék are only applicable for persons of Felinist faith.
VII. Non-Jelbic cultural institutions shall be given extra government funding for spread their cultural heritage outside their respective ethnic groups as well as to blend Pntek traditions and customs with their own.
VIII. All Ahmadi activities and publications shall be banned from Pontesi. An exception is made for scholarly reasons and for approved practitioners of Ahmadi-Felinism."
