This Prisoner Rehabilitation & Foreign Prisoner of War Policy Act applies new duties and standards to all criminal prisoner and enemy prisoners of war.

Article 1 stipulates that all criminals whose crimes are of a magnitude as to justify restriction of voting rights, such as felonious crimes, may wait two (2) years from the end of their sentence to regain the right to vote in local and national elections. Reinstatement is automatic. Voting during the period of restriction is a State crime. We want to encourage transition back into society before we begin to reinstate rights.

Article 2 refers all power and authority as to the legal treatment of prisoners of war to Solentian law. As we are not beholden to any human rights treaty, we must craft our own policy.

Article 3 mandates that as a part of rehabilitation and to encorage prisoners that are productive, healthy, and useful that they be obligated, according to ability and health, to perform work tasks as a part of imprisonment. Monetary compensation will be provided to prisoners in all national level detention centers. Local governments may craft unique policies for their jurisdictions.''

Article 4 mandates all correctional facilities in the Republic to record the DNA of those convicted of serious criminal offenses.

MessageThis legislation violates the inherent civil liberties of both criminals and foreign POWs. We must not forget that every person, regardless of how despicable, deserves to be treated with dignity. Prisoners of war should always be treated well, DNA records must NEVER be permitted, and no citizen should EVER be denied the right to vote, no matter what crime they commit.
