A bill to repeal all laws prohibiting free speech in the media, to provide funding for educational programming on both radio and television, and strengthen hate speech laws. Be it enacted by the Senate of the Democratic Republic of Solentia that, § 1: AMENDMENTS TO THE USC: Section 1: Title VII, § 1 of the USC currently reading "All radio stations are owned by the state." shall be stricken and replaced with "The government subsidises a national radio station for educational and informational purposes." Section 2: Title VII, § 2 of the USC, currently reading "All television stations are owned by the state." shall be amended to show "The government subsidises independent non profit making cooperatives for educational and informational purposes; other private non-subsidised TV stations are allowed" Section 3: Title VII, § 4 of the USC shall be amended to show: "There are laws against the publication of false information and hate speech." § 2: SOLENTIAN PUBLIC RADIO: Section 1: The Ministry of Education shall establish a publicly funded, yet fully independent radio station called "Solentian Public Radio (SPR)". The station will be independently run, and can air whatever educational and news-related information it wishes. Section 2: All information provided by SPR must be fully true, unbiased and independent. Section 3: Private sector advertising on SPR shall be prohibited. The station will receive 3 million solenars in funding each year. § 3: SOLENTIAN PUBLIC TELEVISION: Section 1: The Ministry of Education shall establish a public television station called "Solentian Public Broadcasting Network (SPBN)". The station will be funded with 3 million solenars per year, and will be required to broadcast independent educational and news-related programming between the hours 05:00 and 23:00. Section 2: The Ministry of Education shall establish a public television station called "SenateTV" which will be responsible for filming and broadcasting all Senate proceedings, including committee hearings. SenateTV will also provide election coverage and interviews with members of Government to answer publicly submitted questions. The station will be funded with 2 million solenars per year. |
