A bill to establish the Retirement Security Administration, to increase pensions, to lower the retirement age, and for other purposes.

Be it enacted by the Senate of the Democratic Republic of Solentia that,

§ 1: AMENDMENTS TO THE USC:

§§ 1: Appendix (a.) (§1) USC shall be stricken and replaced with the factor of "50."
§§ 2: Tile XVI (§3) USC shall be repealed and replaced with "The State operates a compulsory, public pension system."
§§ 3: Title I (§16) USC shall be amended to show "All citizens are issued with identity cards but are not required to carry them."

§ 2: RETIREMENT SECURITY ADMINISTRATION: In general - the Ministry of Health and Social Services shall establish the "Retirement Security Agency" (RSA) designed to manage state pensions and social programs for retired citizens of Solentia.
§§ 1: The Minister of Health shall appoint a Director of the agency, who will be tasked with establishing the agency bureaucracy in line with this and other federal regulations.
§§ 2: RSA shall be tasked with the collection and distribution of pensions to retired citizens, as well as the administration of social programs specifically designed for the elderly.

§ 3: PENSION TAX COLLECTION: In general - the RSA will be responsible for collecting a small portion of every resident's income, plus the income of corporations in order to fund RSA programs.
§§ 1: INDIVIDUAL PENSION TAX - all individuals over the age of 16 will have 7.5% of their income collected.
§§ 2: PAYROLL TAX - all private institutions are mandated to pay an amount equal to 5% of their entire payroll for pension tax purposes.
§§ 3: CORPORATE PENSION TAX - all corporations will be required to pay 8% of their total income for pension purposes.

§ 4: PENSION PAYMENTS: In general - individuals who have retired after the age of 50 shall be entitled to a pension payment equal to 75% of the average national income. Pension payments will be made on a biweekly basis and broken up efficiently, as decided by the Director of RSA.

§ 5: FEDERAL ELDERS NUTRITION PROGRAM (FENP): In general - the RSA shall receive funding from the central Ministry of Health and Social Services budget to establish a program in every municipality with more than 5,000 residents aimed at delivering nutritional meals to disabled elders. A disabled elder, for the purpose of this legislation, shall be defined as any person over the age of 50 with a debilitating mental or physical illness.
§§ 1: All disabled elders will be entitled to one hot meal per day, delivered to their residence by FENP volunteers between the hours of 16:00 and 18:30.
§§ 2: Disabled elders will be entitled to weekly deliveries of nutritious canned and easy to make foods such as soups, canned vegetables, and cereal. FENP will also deliver milk, eggs, and bread at the request of the resident elder.
§§ 3: Meals will be prepared by a full-time professional culinary staff paid at the discretion of the Minister of Health.

§ 6: RETIREMENT SECURITY CARDS: In general - RSA shall develop identification cards for all residents receiving RSA benefits.
§§ 1: RSA Cards shall be made from durable, counterfeit proof plastics. They will include the photograph, name, date of birth, blood type, address and a specially assigned Retirement Security Number (RSN) of the bearer easily visible on the front of the card. The back of the card shall include a list of any serious medical conditions the bearer suffers.
§§ 2: Elders will not be required in any way to carry these cards with them, however the cards may be used to access public transportation free of charge.
§§ 3: Attempts to use the RSA Card or RSN of another person without legal permission (such as power of attorney) shall be a Federal Offense, punishable by 20 years in Federal Prison.
§§ 4: Counterfeiting of RS Cards or RSNs shall be considered a Federal Offense, punishable by up to 15 years in Federal Prison.
