An act to better provide health insurance to the people of Zardugal. The public national health service will be provided by an independent healthcare corporation to be called the Federal Health Insurance Corporation to be headed by a CEO appointed by the President and confirmed by the Congress. Oversight duties of this body will be jointly conducted by Congress and the Ministry of Health and Social Services. Reduced rates will be provided to people based on income. |

Message | Mr. Speaker, While we do support minor privatization within the industry, we not entirely at ease with some of what you propose. The DSP is of the belief that healthcare is both a right and necessary for the development and improvement of the lower classes. The handing of such an influential service to a third party with commercial interests, and your mention of a cost, are subjects of concern. Perhaps we could maintain the healthcare service provided by the government, of which would provide free services to at-least those at or beneath the poverty line, while still allowing for the establishment of private practices? Message | Mr Speaker, To address the valid concerns of our coalition partner, let me start by saying that the current system is not working. Outlawing private practice is inane and counter productive. We must open up the system to allow for more competition and the provision of better services. The public sector cannot hold a monopoly on health provision, development or insurance simply because there is not enough funds in the budget to do so (even if you remove defense funding!) and it stunts growth and development in this sector of the economy. We feel we are making a real and durable compromise here. We are offering the provision of a public health service which will allow the poor and disadvantaged access to healthcare through offering discounted and subsidized rates for insurance through the Federal Health Insurance Corporation. At the same time we are liberalizing this sector of the economy which will allow for increased competition and innovation through the private sector. Public private competition while providing a social safety net for the less fortunate is a win win for all involved here. Adam Welcar Congressional Leader |

Message | Mr. Speaker We to can not support this system described. While we agree with our colleagues in the ZFP that the current system in unsustainable into the future outside of increasing funding or taxes, which in this time of economic hardship is unrealistic and impossible without sacrificing service in other areas, turning the public health system over to the private sector at all, even a corporation with government oversight, in unacceptable. The fact that the ZFP is suggesting that health insurance premiums and whether you pay, even with discounts, should be how you can receive health coverage is outrageous. We will also point out that the DSP, NOT the ZFP were placed in charge of the Health and Social Services portfolios and they should have been consulted before this legislation was created.
