An act to disestablish the military as the nations base law enforcement agency. All normal law enforcement powers are to be returned to local, state or federal authorities as is proper. Only with a Congressional declared state of emergency can the military be used for law enforcement again. Each state may use its part of the National Guard for purposes regarding emergency services. |
