Premier Minister Questions Act
This bill will provide a forum for the opposition parties to address questions to the Premier Ministre and/or other Ministers of State regarding government policy so that they can hold the government accountable. PMQs is a constitutional convention, and is governed by the following rules:

- The largest party in opposition may ask six questions every year. The second largest may ask three, and all other opposition parties may ask two.

- The parties in government may not ask their own questions, although they may ask questions in response to questions from the opposition.

- Questions may be asked to the Premier Ministre or any other Minister.

- All questions asked by the opposition must be responded to in some way.

- If a question is addressed to the Premier Ministre, the Premier Ministre may either answer it personally or may delegate that responsibility to another Minister.

- If a question is addressed to a Minister, that Minister must answer it.

- The opposition member who asked the question will be given an opportunity to respond to the government's answer. However, he will not be allowed to respond with more questions if the quota has already been met.

Starting the Prime Minster will give an opening statement then the opposition can start questioning

MessageWe would first of all like to thank the voters, the great people of Solentia, for their votes and their support. Being it was our first election we are incredible humbled to have won 97 seats in the senate. Furthermore, we would like to personally thank the Communist Party, the Anarchists Party, the Unionists, and the Solentian Independence Party, for their support in creating a coalition government, we are quite pleased to have gotten that passed on a first attempt and we look forward to working with you all. We know that we can accomplish great things for the people of our great nation. I look forward to all of your questions and hope only that I can provide sufficient answers.

Given that the Green Party's own manifesto commitment to " increase existing federal funding to stimulate a massive re-investment in public transportation", their appointment as Head of Government and their subsequent decision to appoint a Unionist Transport Secretary who has publicly backed the Green commitment on Transport, does the Prime Minister accept that it may strike voters as somewhat bizarre that the same party proceeds to back a 12bn cut in the transport budget?"

First, let me thank you for being the first to step forward and ask a question. Also, thank you for your support and the role you played in forming this coalition government. As to your question, I'd like to respond by it point by point, if I may do so. First and foremost, our platform is transparently clear, as you quoted. We remain, to this day, committed to that plank in our platform. Our resolve to invest heavily in public transportation and mass transit is as strong today as it was when we entered Solentian politics. Yes, I personally as Prime Minster am committed to that goal of further investment as well. We are glad that our appointment to the Ministry of Transportation, from your party, is committed to that same goal as well. It is, inf act, one of the reasons that we included him and other Unionist Party members in our coalition cabinet. We are pleased to be working with like minded individuals who share our commitment and resolve to the people of Solentia and to public transportation. As for our position on the budget proposal by the Anarchists Party, we were quite clear to you in our previous discussion with that budget. We were not in total agreement with it. We didn't like every part of it. However, it was better than the original budget proposal that was proposed by the Anarchists Party, the only party to submit a budget for vote by the way. We actively talked with the Anarchists Party and we able to negotiate with them to remove what can only be described as draconian cuts to healthcare, to education, to science and technology, and to the environment. We did, when we thought the budget would pass, intend to vote for it. Why? Because a member of our coalition government proposed the bill, because they were willing to work with us and in doing so accept some things they were ideologically opposed to, for the sake of passing a budget. Might it seem strange to some voters? Yes, to those who don't understand politics. But to those who have kept up with that entire process and understand how politics an governance works, who understand sometimes you have to compromise, make deals, negotiate, and be willing to give up some things you want to get some things you want, I'm confident it didn't seem strange at all. As you will see, we wound up not supporting the budget because it stood no chance of passing and we therefore saw no reason to support it just for the sake of supporting. We do, however, hope to work with your party and the Liberal Democrat Party in producing a budget that we can all support. Understanding that means all of us working together and being willing to give and take a little.

I, too, confess that I found it a bit odd. However, we are glad that discussion is happening and that we are having these conversations. It is important that we have them. It is important that questions, any and all questions, be asked and be answered. Such is the cornerstone of transparent and functioning government. I am happy to answer any and all question from parties that are in government and from the opposition parties. Hopefully the question from Minister Sote will spurn other to ask questions that they may have.

To answer the question from the Foreign Secretary, I would point out that I am not a member of the Coalition Government, I am the Legislative Lead of the Unionist Party. I am, therefore, perfectly entitled to challenge the Government from the Unionist perspective on behalf of the millions of people who voted in our legislators but also our current President.

I thank the Prime Minister for that answer however I cannot help but notice she insists that she is dedicated to securing that additional funding for Transportation and development in future compromise however was unwilling to compromise on the national budget. The first time the Unionists saw the budget proposals were in the voting chamber. Where was the discussion? Where was the negotiation? Where was the transparency? It seems to me that the Prime Minister took her coalition colleagues for granted. Does she agree that was dangerous?"

It would appear that you want to blame for you choosing not to participate in the debate on a bill. That budget was proposed by the Anarchists and then debated. As the legislative lead for the Unionist Party the question isn't whether my actions were dangerous. The Unionists Party should be asking the question "Was it dangerous for our legislative lead not to participate in the debate concerning our national budget?" If you don't participate in the debates, then how can your voice be heard? How can your perspective be heard? How can your ideas be heard? How can your concerns be heard? They cannot. There wasn't no under the table or backroom deal between the Green Party and the anarchists. After a period of debate the Anarchists reproposed a budget, one different from the original. It is not our fault that you chose to not participate in the debate concerning the national budget.
