RECOGNISING that there is no current system in place formally regulating teaching pay and requirements in State schools,

NOTING the importance of a uniform system in order to provide adequate care for the sustained progress of children in State schools,

This Senate does hereby enact the following;

Article 1 - On Teachers' Qualifications
a) All teachers working in State schools shall be required to hold Qualified Teacher Status (QTS)
b) There shall be 4 legally recognised routes to attaining QTS;
- 1. An Undergraduate degree in Teaching or Education with a legally recognised programme that awards QTS upon graduation
- 2. A Postgraduate QTS certificate (PQTSC) for those who have previously completed a full undergraduate degree in another subject
- 3. A school-based training programme that is accredited by a legally recognised QTS training provider with ongoing assessment in school for 3 years upon completion
- 4. A programme or course accredited by a legally recognised QTS training provider that combines elements of the first three routes

Article 2 - On Specialisms
a) All teachers shall be required to hold a subject or other specialism that shall be awarded and noted on their certificate of QTS
b) These specialisms shall, for the first two years, as as follows;
- 1. The Sciences (Teachers may train in 1 or 2 of the following options OR qualify with a General Sciences focus; Mathematics,Statistics, Biology, Physics, Chemistry, Geology, Psychology, Health and Sport Sciences)
- 2. The Humanities (Teachers may train in 1 or 2 of the following options OR qualify with a General Humanities focus; Law, Archaeology, History, Literature, Geography, Languages, Theology, Philosophy, Politics, Economics)
3. The Arts (Teachers may train in 1 or 2 of the following options OR qualify with a General Arts focus; Art, Sculpture, Design, Culinary Arts, Music, Performance, Dance, Dramatic Art)
3. The Technologies (Teachers may train in 1 or 2 of the following options OR qualify with a General Technologies focus; Information Systems, Engineering, Communications, Computing, Coding)
4. Specific Specialisms (Teachers may train in 1 of the following options: Special Educational Needs Teaching, Complex Behaviours Teaching, Speech and Language Teaching, Palliative Care Teaching)
5. Age Specialisms (Teachers may train in 1 of the following options; Adult Teaching, Early Years & Pre-School Teaching, University Teaching, Primary School Teaching)
c) These specialisms shall be subject to annual review and change by the Department of Education and Culture according to the current educational and recruitment climate.

Article 3 - On Pay
a) Teachers pay shall be regulated by local Government however there shall be a basic standard 5-level system in place that will applied across all schools;
b) The five grades, set in ranges by the local administering authority, shall be as follows;
- 1. Pay Scale 1 (Lower) ; the band under which teachers who have qualified in the last 5 years shall be.
- 2. Pay Scale 1 (Upper); the band under which all teachers with no additional in-school responsibilities shall be.
- 3. Pay Scale 2; the band under which subject leaders, department heads or Senior Teachers shall be.
- 4. Pay Scale 3; the band under which Assistant Headteachers shall be.
- 5. Pay Scale 4; the band under which Deputy Headteachers and Headteachers shall be.

Article 4 - On requirements
a) This Act shall need a simple majority to pass.
b) It shall be subject to regular review every 5 years.
