| In the past 2 years the Ibutho Civil War has been raging on (http://forum.particracy.net/viewtopic.php?f=18&t=6149) with rebel groups killing thousands of innocent citizens. Prior to this Ibutho was a very peaceful yet poor country focused on bringing more citizens into the developed world, though illegal immigration from Ibutho to Rutania was high it was lowering, now it is out of control. We ask that the Parliament give the Rutanian military permission to interfere in the civil war due to the rise of illegal immigration and the concerning proximity the Civil War is to our nation's boarders. In the end the mission of Rutania will be to get a fair general referendum in Ibutho to see if the nation wants to keep its Monarch or Elect a Head of State. Rutania will be fighting for stability against rebel troops and if the King and his forces do not agree with a referrendum we will use force if needed. Troops that will be drafted upon the passage of this Bill, Rutanian Army - 70,000 Rutanian Troops, Generals etc. - 100,000 extra reserve troops, that could be mobilized if needed. Bases to be Used: Fort Bates -- Kragusrov Fort Richardson -- Khodor Fort Overton -- Delvar Note: Once Rutania begins taking rebel bases in Ibutho we will begin using those. Rutanian Strategic Command (Special Forces) 1,000 Rutanian Special Agents. 500 extra reserve troops, that could be mobilized if needed. Bases to be Used: Fort Overton -- Delvar Rutanian Airforce - 20,000 Rutanian Pilots, Technicians, Generals etc. - 10,000 extra reserve troops, that could be mobilized if needed. Bases to be Used: Raske Airfroce Base -- Khodor Bozarburg Airforce Base -- Bozarland Wesylmeyer Airforce Base -- Kragusrov Fort Prairie View -- Delvar Any person of Ibutho who wishes to take up arms and fight with our cause for Democracy, we will gladly train and fight by their side.
