Message | Madam Speaker, While we understand the intent of this bill, to lessen the overall suffering and cost of warfare, we feel it is only prudent to point out a simple flaw with this idea. War is not, nor has it ever been, "restricted". In 1st Samuel 15:1-3 the Lord saith, "Go, attack the Amalekites and totally destroy everything that belongs to them. Do Not spare them; put to death men and women, children and infants, cattle and sheep, camels and donkeys." While we would never be so imprudent as to suggest that every conflict should be a massacre, we would like to point out that, in a world where even God condones the use of unlimited warfare, we should be prepared to use all options available to us. I yield. |

Message | Madam Speaker, We live in a world cognizant of human rights and a distant, but extant, glimmer of decency - even in warfare. In today's day and age, we believe that the savagery and barbarism which has for so long - and still continues to - defined war must be stopped. That which we speak of includes needless civilian harm and deaths. Land mines have been recognized to cause such on a massive scale; hidden, yet active, mines lying underneath roads and walks and playgrounds have been known to detonate even after a conflict - and thus, damage is rent onto the man, woman, or child who unfortunately stumbled upon it. The result is a horrifying injury or death which is completely unwarranted. We recognize that we have many weapons at our disposal in case of a necessary defense, as the ARU points out. However, given that we possess far better defense technology to more efficiently neutralize threats while minimizing civilian losses, we must not condone the use of such an outdated and dangerous weapon by which countless noncombatants - more so than military forces - have perished. Thus we move to at least regulate mines. Jose Diaz Co-Leader of the NPP I yield. |
