This is nonsense. The AKC is saying that they propose this because they don't want low income persons to have children, not because the state can't afford it. The state can very well afford to maintain this policy; the AKC is just a classist party that wants to ruin Lodamun to the benefit of foreign interests. It is the same reason that they wanted to end subsidies to farmers while talking about some "market" nonsense.
