We currently have a surplus of two hundred billion HLR's, I simply believe that it should be spent to increase the general safety and welfare of our fair nation. Even post this spending increase, we will continue to have a massive surplus, and seeing how we are indirectly causing massive deflation by removing massive sums of money from the market without spending once again, this spending increase will likely lower unemployment across the nation, including my constituency of Adelia, which has the highest unemployment of any region in the nation.

An increase in 100 billion lira to the budget, exclusively to the Defense sector, without any increases in any other ministry, without any tax increases, and with a 90% cut in the Head of Government is simple fiscal irresponsibility. Recent and past treaties enacted by previous governments not very long ago should warrant these massive defense spending increases unnecessary. Furthermore, such a significant cut in the Head of Government ministry will shrink the efficacy of our executive to the point of impotency in effecting future legislation.

We strongly recommend against cutting the Head of Government budget at the proposed rate, and we also strongly recommend against the 100 billion lira increase in the defense budget. We advocate a stable rate of change for both departments, or if necessary, a 15% raise at most in the defense budget.

However, we do support an increase in Education and Culture as suggested in the proposed budget. Additionally, we would like to see raises in other areas at the cost of the exorbitantly high Defense budget increase; instead of boosting Defense, we should increase appropriations to other sectors, as Government Responsibility (a dominant factor in Hutori public opinion) is viewed as a positive force for the nation. Thus we should expand the budget in other areas evenly and with a more tempered fiscal outlook.

The federal government was never suppose to grow to its current size and bureaucratic weight. The budget allocated for the Head of Government has proven time and time again to be nothing more than a slush fund for fast thinking, white collar criminals commonly referred to as "executive officials". The Head of Government's job is to Delegate, the main of the bureaucracy should lie within each individual department, not a private army of working girls for the Head of Government's bachelor party.

Next, the increase to the defense budget has a twofold effect. Firstly, it will allow for the updating of our currently woefully inadequate armaments. Next, it will allow the large portion of my party, which has recently asked to volunteer, to actually work full time in service; recently they had to be turned away due to budget constraints. This will doubtlessly lower unemployment, and the returning service men will have the command and discipline they need to reshape this country.

It is a shame that the ARU proposes such a destructive change in the national budget for its own benefit: to provide employment to "a large portion of [its] party" at the expense of working families' hard-earned money. Certainly there are ways by which we may increase employment, but recklessly beefing up our military for the ARU's praetorian guard is not the answer. We must not forget the other ministries in office which provide employment in other productive areas, and are also quite underallocated in funds. For example, the Foreign Affairs office deals with a meager 2,975,000,000 lira to exert Hutori presence on the global stage - about 1% of the proposed Defense budget. Clearly, the ARU proposes guns over dialogue and diplomacy in that regard.

It is also disgraceful that the ARU views the Head of Government as a "bachelor party" when in fact it is the modality through which our national bureaucracy, the governmental executive, actually effects our legislation and laws which we debate. Without a well-staffed, well-paid, and well-functioning executive, the execution of this budget would go preposterously wrong in a shrunken, confused, and ultimately impotent executive at tenth of the operational level beforehand. And what of the thousands of government workers, who are family providers and Hutori men and women working for the betterment of the nation? These workers would be trampled underneath the cruel, elitist, bourgeois, and ultimately delusional policy the ARU so strongly advocates.

Instead of promoting employment, this budget only fosters chaos and weakness for the workers of the nation.
