This bill is created in order to protect Vanuku from radical and unrealistic changes, in conformity to game rules (cf. http://forum.particracy.net/viewtopic.php?f=5&t=4374).

- CULTURE -

Vanuku consists of three cultures, all have the fictional Jelbic culture as basis. Jelbic is contrived from the ancient Mongols mixed with Hungarians, Arabs and Slavs to create a unique melting pot with its very own language. Of these three tribes two mainly speak Dutch (Vanukeaans). In Particracy Dutch is a language that, in Majatra, came together as the birth child of the Jelbic tongues and German (Dundorfian).
The general feeling of Vanuku's culture is a mix of Dutch, Mongolian and Arab.

- BRIEF PRE-GAME HISTORY -

The coast lines of Vanuku were first settled by Qedarite and Selucian 'colonists' from Cildania and Selucia. During the Jelbo-Tukaric Migrations these were ousted by the migrating Jelbics. Jelbic tribes lived in all of modern day Vanuku.

In the early 800's the legendary Vanukean Merlkai the Conqueror united the north of modern day Vanuku, establishing the first Vanukean state with the Khanate of the Banster. After his conquests most of his subjects turned away from Vanuku's shamanist faith Zollism and towards Hosianism, except the tribes in the west and south. This Khanate existed until 1246 when the Ahmadi Caliphate annexed it. Most of the remaining shamanists converted to Ahmadism.

The Caliphate remained in charge of Vanuku until 1486 when a descendant of Merlkai ousted the Ahmadists. Most of Vanuku then united into the Archduchy of Banstill but several smaller states still existed.

In 1629 colonists from Dorvik started founding cities and trade posts on the long coastline of Vanuku, this colony was popularly known as Dorvish Majatra. In this period Vanukeaans (Dutch) was also born as a child of the Brmék/Wrnukék tongue and Dundorfian spoken by the colonists. In 1700 the Dorvish left, selling their colonies to the Archduchy of Banstill.

In 1814 a Golden Age started, in many ways like the Renascentia in Selucia, trade and commerce filled the coffers and the most beautiful paintings were made in Vanuku. In 1939 this era of prowess ended as the unrest between the nobility in the north and the republicans in the south escalated.

From 1952 to 1961 a war was fought between the north and the south, ending inconclusive. From 1961 to 2090 Vanuku was a split nation until the War of Unification from 2090 to 2139. In this long war the nobles in the north were defeated by the republicans, marking the foundation of the Vanuku Federation.

The Jelbics are the dominant ethnic group in Vanuku. A large majority of these are the Vanukeans or Wrnukek, these are native to Vanuku. They are divided in the three thribes of which the two smaller ones are closely related to the Dorvish and they speak Vanukeaans (OOC: Dutch). The other Jelbics like the Brmek originate from Barmenia, the Jelbek are from Jelbania and the Pntek are from Pontesi.

Other large ethnic groups in Vanuku are the Augustan peoples, these are mostly immigrants from Zardugal that speak the Augustan tongue (OOC: Esperanto) and the Majatran peoples that speak Majatran, these are often immigrants from Majatran nations like Kafuristan and al'Badara.

The minor ethnic groups in Vanuku are the Deltarians from the south and the Dorvish from the north. They mostly migrated due to the close historical relation between Vanuku and Dorvik/Deltaria.

Vanuku's greatest minority groups are the Yeudis, the Selucians and the Kathurans. The Yeudis are a small group of migrants from Beiteynu while the Selucians are exiles or immigrants from Selucia. The Kathurans are a minority from the island of Kathuristan which is a part of Barmenia. The island of Kathuristan has a historical relation with Vanuku.

Other very tiny minorities are either economical immigrants from wealthier continents, Majatra itself or close allies of Vanuku.

Vanuku is a bilingual nation, split between Wrnukék (a Brmék dialect) and Vanukeaans. Wrnukék takes Brmék as a basis but uses the Selucian script. Pure Brmék is used in formal situations like traffic signs and government documents. Vanukeaans is a young language from the 17th century that came together as a merger of Brmék and Dundorfian during the short colonial era in Vanuku. The Dorvish colonists actively mixed with the local population, causing the new language that mostly uses Dundorfian grammar. The Duntrekker tongue shares many similarities with Vanukeaans.

Just as with the languages and cultures Vanuku is also divided in the religious department. Hosianism is in a light majority but divided amongst the different Churches of Terra. The Terran Patriarchal Church from Deltaria has the most followers in Vanuku and is mostly popular in the East and South-East. The Aurorian Patriarchal Church, formerly known as the Selucian Patriarchal Church and the Theognosian Church, enjoy popular support in the South-West and some Northern parts. The Aurorian Patriarchal Church is represented by the Patriarchate of Augusta in Vanuku (as well as Cobura and Zardugal), the rite differs slightly from the mainstream Aurorian Patriarchal Church. The Apostolic Church of the East, specifically the Barmenian Apostolic Church, is popular amongst Brmek and Kathuran immigrants while the Reformed Hosian Church of Dorvik is, as the name may suggest, the Church of choice for the many Dorvish living in Vanuku.

Ahmadism is mostly followed by the Trmek, which is the Vanukean name for the ethnic Brmek that reside in Vanuku. The majority of Ahmadis in Vanuku is Israist, following the traditions of the Caliphs from Barmenia.

The Jelbic shamanist religions enjoy a small following in Vanuku, the largest of these is Zollism. Zollism originated after the Jelbic nomads found the old temples of the Qedarite and Selucian settlers that once graced the shores of Vanuku. The Selucian polytheism was combined with the Tanhri belief. Tanhrism is primarily popular amongst Jelbek immigrants.

The Yeudis in Vanuku primarily adhere to the Yeudi faith. Other very minor religions are the Gao-Showan religions (Guidao, Jienism, Cheng Daenism) that are mostly popular amongst Gao-Showan immigrants. A small Halawi minority also resides in Vanuku.
