By starting the first bracket at 500 ACR, rather than 1000ACR we are taxing the poorest in society, thus taking money from those that need it most, thus contributing to social inequality. As other changes, those are just in introducing more, narrower tax brackets. We have plotted the differences between the two systems here http://i.imgur.com/XhFtyIu.png , but for the higher tax brackets those are hardly significant to support a (costly) change in the system.
