In the name of the Sovereign of the Eastern Sun, Yukio-Labsburg Riitō, esteemed grandson of the Divine Empress Mizuki - I, the Imperial Regent, President and Reichs Chancellor of the Landraad, I, Montofoto-Byūdenrā Hirobumi - do restore to the throne of the Empire it's rightful incumbent and to the people of Mikuni-Hulstria their liberty.

We, speaking for the aristocracy, have seen the peril of mass democratic rule once again rise it's head. We have also seen, under the despotic rule of the former Imperial Regent, Princess Borussia, the aristocracy stripped of its voice and privileges by a overbearing and Totalitarian Imperial court. The despotism of the Imperial Court is clearly linked to the rise of democratic movements. To prevent this, we must have a pluralistic, constitutional and free aristocracy in power. Therefore, with the agreement of the Emperor himself, we grant to the Electors of the Landsraad the privilege of confirming via lot the ascension of the sovereign to the throne - to ensure the future stability of the Reich.
