Description[?]:

A bill to establish a role for the Speaker of the Diet.

Upon the passage of this bill,

1. Every time a cabinet is proposed a Speaker is proposed along with it.
a) The speaker nomination proposal bill shall be separate or can be included in the cabinet proposal bill.

2. The largest party in the cabinet will be the party that propses a speaker.
a) If the largest party decides not to propose a speaker, the second largest party in the cabinet may propose one, and so on.

3. The speaker proposal must pass the Diet with a simple majority.
a) If a majority is not achived the speaker is not confirmed.
b) If another speaker is not proposed by parliament, the first speaker proposed will automatically assume office even if they didn't recive full confirmation by the diet.
c) If the second speaker's nomination bill does not pass the Diet either, the first speaker that got nominated, will again assume the role of speaker even though they didn't receive confirmation by the Diet.
d) A maximum of two speakers may be proposed in the Diet each term, no more.

4. The speaker must remain Independent during debate.
a) While voting is going on, the speaker still must vote with their party.
b) The speaker shall retain their party banner while in the Diet, while acting like an Independent during debate.

5. The Speaker must have a seat in the Diet.

6. When Members of the Diet or parties make statements during debate in the Diet they must direct their statements towards the Mr or Madam Speaker.
a) OOC: This rule does not apply if the player is speaking in OOC (Out of Character) context, if they are speaking OOC, they must begin their statement with OOC: .
b) If Members of the Diet of parties do not address the speaker before their statement, their statement will be ignored.
c) This rule applies when players are introducing bills as well, if they don't wish to leave a comment with their bill they may put a simple X or any other letter designating no comment, but any comment made must be directed to the speaker.
d) The only other time Members of the Diet or parties are exempt from stating IC (In Character) statements without referencing the speaker is when they are proposing a cabinet or a speaker nomination.
e) The Prime Minister may also refrain from referencing the speaker and rather starting their statement with "Members of the Diet" if they please.

MessageIn the UK, the speaker is party neutral, which seems more fair to me in my opinion. Our current speaker used to be a Conservative before becoming the speaker.

MessageOOC: Would you guys like me to include that the Speaker, is appointed from a party and may retain the party banner but while in the house must remain neutral during debate? I'm also going to include that they have to have a seat in the Diet.

MessageOOC: To address the concerns of Choice, since the game does not allow independents (unless a party decides to be) we can only make the figure independent, while debate is going on. It's not like they will be debating anyways, or even talking, this act is just for Role Play and to ensure we are actually talking to someone when we reference the speaker.
