Executive funding is increased for the President, Prime Minister and their respective offices for security reasons, administrative costs and other factors.
Foreign Affairs funding is increased in order to better fund international development assistance programs, and political/economic development initiatives. Most funding is earmarked for ZODA.
Internal Affairs funding is increased so the police can begin purchasing of more modern equipment and more funding for internal security and counter-terrorism efforts.
Defense is increased in order to speed up capital improvement projects, especially concerning the Navy. More money for weapons research and development.
*****TOP SECRET***** 3 billion ZAR's is covertly allocated in this Defense Budget for development of missile technology, missile defense, and nuclear weapons development.
Infrastructure is cut as costs can be lowered due to recent privatizations and devolution of issues to local government.
Health sees a modest increase due to changes in the public health system of the country.
Education is increased with an eye for increased support for higher education, vocational education, and funding for local and state governments to make educational infrastructure improvements.
Science and Technology is cut due changes in the provision of research and development grants to the private sector. Public-private partnerships are to be emphasized in order to make up for lost funding.
Food and Agriculture is increased in order to better assist localities in funding rural development and farming assistance programs.
Environment and Tourism is cut, with a specific focus on cutting funding for global cooling and climate change studies and planning.
Trade and Industry is cut due to a reduction in direct government support for business and industry.

This budget is one that our party cannot support. We believe that the cuts to infrastructure is one that will be counter productive and pointless if the point is cutting our expenditure as under this proposed bill it would increase.
