we're not sure if national government should provide the means to local governments. National government could deal with the musea themselves.

We agree with the NAL. National governments, especially those within the capital, can't be supported solely by donations or local government funding, especially with many cash-strapped municipalities, so we can't support that idea. Furthermore, eliminating copyright laws and placing them under commons is a blow to the rights of inventors.
