MessageOOC: This keeps all the parties who logs in once at least once a day equal.
gain 1 proposal a month
4 hrs a month so 6 months a day.
So that is set as the limit.

Keeps the assembly from being blitz by bills from parties with high number of proposals, yet permits a steady stream of bills for those who wish.

So nations that have been away for a day for vacation or something get penalized because they can not show up for a day? And its not nations faults for saving up. They have right to save up and make a 10 article bill if they want. Will support cuz it does increase the current but will immediately propose a change to increase the amount you can hold and how much u get a year.

MessageOOC: we have a 48 month cycle, remove 8 months for deadline, gives you 40 months between elections to propose. Thats 40 issues. Even if you are gone for a weekend you still about 30 issues you can propose between elections. I think that is plenty to let the voters know your stance. A 10 article bill is still permitted you just have to add proposals over time.

Messageyou get 12 every game year or every 2 real days. Elections are every 8 days you get 48. Well if you miss particracy for 2 days you lose 12 so you'll only ahve 36 and thats considering you don't miss any others which most of us will because a lot of us get on, go to bed, wake up, go to work/school, get home late and we already missed proposals. If the proposal is gonna be uped to 12 up how many we can hold to like 8.
