MessageMr. Speaker,

it is dishonourable to speak on behalf of this institution without consent of the members of that institution. The people referred to are part of the Presidium and have not expressed disapproval whatsoever.

MessageM. Speaker,

I am appalled that PLF have taken the road that they have. Not once did their leadership contact me to express their concerns about the Finance Minister's actions. Launching straight into protests against their own coalition partners without speaking to me first is not proper conduct of a governing coalition partner. They have every right to oppose any bill that is brought forward in this house, but I am not happy at all with the way they have handled this. If any member of the cabinet has issues with the conduct of any other member of cabinet, I expect to be the very first person to be notified.

At this stage I am not willing to strip members of their Parliamentary immunity. I acknowledge that the debate surrounding the budget has become unhealthy and distasteful, but I don't feel like anyone deserves to be charged with contempt of the Presidium at this stage.

I will be meeting with the President shortly to inform him on what has been happening. I expect he will not be impressed.

MessageM. Speaker,

This bill does not strip anyone of their immunity. It only gives the Prime Minister the ability to do so if Presidium disruptions continue within the limited context described by the bill

If the URP chooses to abrogate our right of speech and protest, then so be it.
