Upon passage of this bill, Ibutho will be officially declared a one-party state, under the rule of the "National Party" - thus all legislators must be members of the National Party. The National Party is the only legal party. The National Party's members may arrange themselves into caucuses, blocs, or factions, but may not claim the existence of another "Party" - thus any faction or bloc is prohibited from calling itself a "Party" within the National Party. The National Party Leader is also the Leader of the Nation, who serves as both head of state and head of government. This individual, along with a cabinet of ministers, will be elected by the National Party Ikomidi. The representation of each bloc in the National Party Ikomidi will be determined by popular vote in elections. |
