Description[?]:

Currently, "the government has no policy concerning the visitation of foreign missionaries", a void that leaves malevolent potential; those who view that the nation should have a state religion could see this threatened by foreign speakers with different ideals, whilst even secularist parties such as ourselves see that radical clerics could enter the country, disturbing the current status quo and possibly inciting terrorism or hatred. However, foreign missionaries could also be beneficial to religions in Pontesi whether or not the state has a direct say in them. Therefore, Kurui recommends that we screen all missionaries to see whether they would be of benefit to the state before they cause a negative influence on our populace.

To be changed to: "The government determines which missionaries are permitted to visit on a person by person basis."
