MessageWell we would prefer this remain in the hands of Provincal Governments, we aren't necessarily opposed to this, however we would ask the LL what department would be expected to front the bill for these subsidies.

MessageEducation and Culture would subsidize most of the costs. The Department of Tourism could also subsidize some of the institutions that have great tourism value.
